Suppose We Win
The green transition could succeed completely and still fail.
Give it everything it asks for.
Clean grid by 2050. Every car electric. Every boiler ripped out, every furnace rewired, ships and planes running on something that doesn't smoke. Storage solved. Transmission built. The whole programme, delivered on time.
Now count what's left.
What's still standing
Start with the part that was never about energy in the first place.
About a quarter of what we put into the atmosphere has nothing to do with burning fuel for power. It's chemistry and biology. It carries on regardless.
A cow doesn't care where the electricity comes from. The methane comes out of its stomach — bacteria doing what bacteria do, and no amount of wind power interrupts it. Fertiliser is the same: the nitrous oxide comes off the soil. So is clearing forest for pasture. The carbon was in the tree, and it comes out whether the chainsaw runs on petrol or batteries.
Cement is blunter about it.
To make cement you heat limestone until it falls apart into lime and carbon dioxide. The carbon dioxide isn't from the fire. It's from the rock. About sixty per cent of cement's emissions come out of the stone itself, and they come out just the same if you heat the kiln with sunlight. Steel works the same way — the coal in a blast furnace isn't there for warmth, it's there to pull oxygen off the iron ore. Something has to.
You're not burning a fuel. You're running a reaction. Clean power doesn't get a vote.
That's the smaller half of the problem.
The population argument is a red herring
Everyone reaches for population. It's the wrong number.
Fertility is already below replacement across most of the world. China's population has been shrinking since 2022. India dropped below replacement around 2020. The peak arrives some time in the 2080s and then it falls. That problem is solving itself, slowly, without anyone having to do anything.
It doesn't help.
Because what's growing isn't the number of people. It's what each one gets through.
Look at the spread. An American emits about fourteen tonnes of carbon dioxide a year. A German, six. A Chinese citizen, around eight — which is worth sitting with, because it means China passed Europe some time ago. An Indian emits two. Someone in sub-Saharan Africa, less than one.
Now: eight hundred million people, the West plus urban China, produce roughly half of everything. That's the baseline. That's what "normal" looks like from the outside, and it is already far past anything the planet can carry.
The other six billion are coming for it.
China is the proof, because it already happened. In 1990 the average Chinese citizen emitted about two tonnes — an Indian figure. Meat consumption was around four kilos a year in the sixties. There were almost no private cars. Today it's eight tonnes, sixty kilos of meat, and over three hundred million vehicles. One generation. Not a projection, not a model — a thing that has already occurred, at the scale of 1.4 billion people, and it went via coal.
Now run it again for India. Then Indonesia, Pakistan, Nigeria, Bangladesh, Vietnam, Egypt, the Philippines, Ethiopia.
Do the sum. Six billion people currently at one or two tonnes. Move them to European levels — not American, European, the modest version, the one with small cars and good trains. Six billion times six tonnes is thirty-six billion tonnes a year.
The entire world currently emits around forty.
So the catching-up alone, at the polite European standard, adds another planet's worth of emissions to the one we've already got. At American levels it's more than double that. And none of this requires a single additional birth. Hold the population flat at eight billion forever and the number still goes up, because the number was never really about people. It was about what people own.
This is the part that gets left out. The population curve is flattening and the consumption curve is steepening, and only one of those is being discussed.
Nobody is allowed to want less
The bigger half is that a clean grid changes what powers consumption. It doesn't change consumption.
Grow at three per cent a year and you double in twenty-three years. Over a century you multiply nineteenfold. That number sits inside every corporate plan and every long-range forecast anyone has ever signed. We just don't multiply it out, because multiplied out it's absurd.
And it isn't optional. Capital wants a return or it leaves. Debt needs nominal growth or the ratios stop working. A company that won't expand loses to one that will, and gets bought. Every pound saved anywhere is a claim on more output later than there is now. The system can't stand still. It grows or it breaks — which is why every recession is treated as an emergency, because a flat economy isn't stable, it's a failing one.
But notice what's actually forcing that, because it matters.
The rule that a company exists to maximise returns to its shareholders is not a law of economics. It's a norm, and a young one. It hardened in the 1970s, out of a Friedman essay and the academic literature that followed, and within twenty years it was the default assumption of every boardroom in the English-speaking world. Before that, firms routinely described themselves as balancing employees, customers and communities against the owners. German companies still put workers on the supervisory board. Postwar Japan ran the same way. Both were capitalist. Both worked.
That matters because it means the throughput problem isn't hardwired. Sweden and America deliver similar lives at very different footprints. If markets alone determined the outcome, that gap couldn't exist.
Somebody chose the rule. Somebody could choose differently.
So the appetite has to be kept up. About a trillion dollars a year goes on advertising worldwide. That's not decadence. That's the running cost of demand. Clothing production has doubled since 2000 while the number of times a garment gets worn before it's binbagged has dropped by a third. Nobody woke up more frivolous. The model is working.
Here's the part that should worry the transition. Efficiency has never once reduced total consumption. Steam engines got better and we burned more coal. Lighting got a thousand times cheaper and we lit everything, all night, forever. Solar is now the cheapest electricity ever made — which lowers the price of energy, and cheap things get used more.
No large economy has ever cut its material throughput while growing. Not one. Ever.
What ten billion people eat
Livestock takes about seventy-seven per cent of the world's farmland and gives back eighteen per cent of the calories.
Read that again.
Three quarters of every field on earth, for less than a fifth of the food. That isn't a way of feeding people. It's a way of turning cheap grain into expensive meat. A third of the world's cereal harvest goes into animals — grain we could have eaten, run through a converter that throws most of it away.
Now electrify it. Every tractor, every chiller, every lorry.
You've changed almost nothing. A study in Science in 2020 found the food system on its own would blow through the budget for one and a half degrees, and eat most of two, even if every last fossil fuel emission stopped tomorrow. That finding should have rearranged climate policy. It didn't.
And the plate keeps filling. China went from about four kilos of meat a head in the sixties to sixty now. America runs at a hundred and twenty. Ten billion people eating like that means tripling meat production, which means feeding animals something close to the entire cereal harvest of the planet before a single loaf gets baked.
That grain has to grow somewhere. The land isn't sitting empty — it's forest. The Amazon, the Cerrado, the Congo, what's left of Indonesia. The water comes from the Ogallala and the North China Plain and the Indus, only faster. Aquifers don't decline politely and then recover. They go once.
Nobody starves, though. That's the uncomfortable part. There'll be enough calories in total. What breaks is the price. Grain bought for feed is grain bid away from people buying it to eat, and those people are the poorest four billion. It's a wealthy man's steak against a poor man's staple, and we know how that goes.
So no collapse. Just the forests gone, the aquifers gone, and food prices swinging at people who never ate the diet that did it. The top ten per cent won't experience a crisis. They'll experience slightly dearer beef.
What ten billion people build
Concrete is the most used substance on earth after water. Thirty billion tonnes a year. Cement alone is about eight per cent of global emissions — more than every aircraft in the sky. Nobody has ever felt guilty about a floor slab.
An American has around sixty-five square metres of home. An Indian has fifteen.
Close that gap for ten billion people and you aren't adding to the world's buildings. You're building several more worlds of them. Every square metre is cement, steel, copper, aluminium and sand. Sand is already running short, oddly enough — desert grains are too smooth to bind, so it has to come from riverbeds and coastlines, which are being scraped bare. In parts of India the trade is run by organised crime. Nothing tells you a resource has got scarce like the arrival of a mafia.
Then put something on the slab. Factories. Roads, because the meat and the two-car driveway arrive together. Power stations, ports, data centres.
And here's the joke. The transition is built out of the problem. A wind turbine sits on a few thousand tonnes of concrete. A grid is copper. A dam is a cliff of cement. There's no way to a clean world that doesn't involve pouring vast quantities of the one material we can't make cleanly.
And they're entitled to it
The uncomfortable bit is that none of this is unreasonable of them.
The world's top ten per cent produce about half of all emissions. You join that ten per cent at somewhere around forty thousand pounds of household income. That's a professional with a car, a mortgage and two holidays. Not a yacht — a semi in Warwickshire.
Which is why no government will ever campaign on it, and why the whole conversation gets quietly moved onto energy targets instead. Those can be hit on paper without anyone having to say the sentence out loud.
Eight hundred million people make half the emissions. The other seven and a half billion aren't going to accept that forever, and there's no mechanism to make them. Nor should there be. Britain burned coal for two centuries and got environmental laws once it was finished. China did the same from 1980 with the labour rules switched off, and now sells solar panels and argues for tighter standards. Bangladesh and Ethiopia get to try the same climb with the budget spent and the ladder pulled up twice.
Telling Lagos it can't have what Leamington has isn't a policy. It's a wish.
We built the tool and aimed it at girders
Britain's emissions are down fifty per cent since 1990. That's the number you hear.
Count the carbon in what we import and it's more like thirty-five. The gap is Chinese factories making things for British houses.
Move the item across a line, don't consolidate, book the difference as progress. It's the oldest trick there is.
And we know how to stop it, which is the damning part.
Carbon has a price in about seventy-five schemes worldwide, covering roughly a quarter of global emissions. Sweden has taxed it since 1991. The EU trades it. It works — where it applies.
The problem was always imports: tax your own factories and they leave. So Europe built a border charge, financially live from January 2026, with Britain's version due in 2027. Importers pay the difference between what they were charged at home and what they'd have paid here.
Look at what it covers. Cement, steel, aluminium, fertiliser, hydrogen, electricity.
Raw materials. That's the whole list.
A steel beam crossing the Channel is charged. A washing machine made from that beam isn't. Nor is a car, a phone, a sofa, a laptop or a pair of jeans. Almost everything China actually ships to Europe is finished goods, and finished goods walk through untaxed.
Food isn't in it at all. No beef, no soy, no palm oil, no feed grain. The single biggest thing in this article — the herds, the cleared forest, the third of the world's cereal going into animals — crosses every border in the world with nothing on it whatsoever.
So it isn't that we lack the tool. We built the tool, aimed it at girders, and left the rest of the ship uncovered.
And a border charge was only ever a patch. It exists because the price isn't the same everywhere — different rates in different places don't cut emissions so much as move them, which is the whole reason leakage has a name. CBAM is what you build when you can't agree a price. It's a wall around a policy that would need no wall if everyone had signed it.
So why not one price, the same everywhere? It's the obvious answer, and economists have been saying it for thirty years.
Because the same rate isn't the same thing.
Charge a hundred dollars a tonne and you charge it to a cement works in Dhaka and a cement works in Düsseldorf alike. Germany got to be Germany by burning coal for two centuries and paying nothing for it. Britain likewise. China ran the same trick for forty years. A flat global rate hands the full bill to whoever arrived last, for a ladder everyone before them climbed free.
Which makes the money the entire question. Collect a global carbon price and the proceeds have to flow towards the countries still industrialising — not as charity, as the price of the historical free ride. Otherwise it isn't climate policy. It's a tariff with better manners.
That's the conversation nobody will start, and it's why there's no common price and no prospect of one. Not because the economics is difficult. Because the moment you set a single rate, you have to say out loud who owes whom for the last two hundred years.
So instead we get seventy-five different schemes, a wall around Europe, and a list that stops at girders.
So we all get poorer?
This is the obvious objection, and it's a good one.
If everyone buys less, someone's job goes. Every time consumption has fallen in a rich country it's been a recession, and recessions don't distribute their pain evenly — they land on whoever was closest to the edge. Ask a French motorist about fuel duty. Ask a Dutch farmer about nitrogen rules. Push this badly and you get a backlash that sets the whole thing back a decade, and you don't get to run the experiment twice.
So the trap is real. But "poorer" is doing two different jobs in that sentence.
A third of the food we grow is binned. Cars sit parked about ninety-five per cent of the time. Clothes get worn a handful of times and thrown out. Stopping all that costs you transactions, and transactions are what GDP counts. It doesn't cost you anything you'd notice on a Tuesday evening. The gap between what we buy and what we actually get from it is enormous, and that gap is where all the room is.
Then there's who. This was never a plan for universal belt-tightening. The bottom four billion need to consume considerably more. It's the top tenth that has to come down. Floor up, ceiling down — which is a harder political sentence than "green growth" but an easier one than "everybody gets less".
And there's one lever nobody pulls. Tax makes labour expensive and materials cheap. That's the entire reason you bin a toaster instead of mending it — the mending costs more than the toaster. Move the tax off wages and onto extraction, and repair, refurbishment and maintenance become businesses. They're labour-heavy and throughput-light. That's the combination you want.
Does any of this work? Nobody knows, and the example people usually reach for doesn't help.
Japan is meant to be the test case — thirty years of roughly no growth. But Japan never stopped consuming. It stopped growing the economy while carrying on buying, and it bought a great deal of it from China. Its own emissions still run at around nine tonnes a head, and count the carbon in what it imports and the figure goes up rather than down. A shrinking population did more for the number than anything anyone chose.
So Japan isn't an experiment in consuming less. It's the same accounting trick as everyone else's, run with the growth switched off.
Which leaves the honest position: there is no example. Not one economy has ever deliberately reduced what it pulls out of the ground while keeping its people housed, fed and employed. The diagnosis in this piece is solid. The prescription is a hypothesis.
So
None of this argues against the transition. Quite the opposite, and it's worth being exact about why.
Burn petrol in an engine and about two thirds of it leaves as heat. An electric motor wastes almost none. A gas boiler gives you one unit of warmth for one unit of gas; a heat pump gives you three or four. A coal station throws roughly sixty per cent of the fuel up the cooling tower before the electricity reaches anyone.
Electrify all of that and world energy demand drops by something like a third — with nobody consuming less of anything. That isn't sacrifice. That's just no longer setting fire to two thirds of what we dig up.
So the transition is necessary, it's far too slow, and every tenth of a degree it saves is worth having.
The claim here is narrower and worse. It isn't enough, and we've built our institutions as though it were — thirty years, a treaty, an annual summit, all aimed at the one number that fits the instrument, measured at a border drawn to leave out the awkward half.
What actually decides this is what gets eaten, what gets built, and how fast both compound while ten billion people go after a life we've spent a century advertising to them.
None of that is governed by anything.
And underneath it sits a rule nobody voted for and everybody obeys: that the point of a company is to return more to its shareholders this year than last. Fifty years old. Written down by an economist, adopted by a generation of boards, and now treated as though it came out of the ground with the limestone.
It didn't. It can be rewritten. That's the change that would actually move the numbers, and it isn't on the agenda of a single summit.
A fully renewable world that eats and builds like this one still runs out of forest, water and soil.
It just does it on clean power. And we'll call that winning.
